This article shows you how to create a Microsoft Copilot agent that uses the AI Toolkit and connects to Fulcrum MCP. After you publish the agent, your team can use it in Copilot chat to build apps and work with records in your Fulcrum organization.

This article covers Microsoft 365 Copilot through Copilot Studio. For GitHub Copilot, see the Fulcrum Developer Docs.

Prerequisites

Use the M365 ZIP file. Copilot Studio requires a different format, so the standard AI Toolkit ZIP file doesn't upload correctly.

Creating the agent

Start by creating a new agent in Copilot Studio.

  1. Go to Microsoft Copilot Studio and sign in.

  2. Create a new agent.

  3. Enter a name, such as Fulcrum Agent.

Adding the AI Toolkit skills

In Copilot Studio, you upload the AI Toolkit's skills directly to the agent.

  1. In the agent's settings, go to the Skills section.

  2. Drag the M365 ZIP file into the upload area.

  3. Wait for the upload to finish.

Expected outcome: When you select the skill set, the list of AI Toolkit skills appears.

Adding Fulcrum MCP as a tool

Next, add Fulcrum MCP to the agent as a tool.

  1. Select Add tool, select Add, then select Model Context Protocol.

  2. In Name, enter a unique name, such as Fulcrum MCP.

  3. In Server URL, enter your region's endpoint.

  4. Under Authentication, select API key.

  5. In Header name, enter Authorization.

  6. Select Add.

Connecting with your API token

Now create a connection that uses your API token.

  1. Select Create new connection, then enter a name for the connection, such as your organization's name.

  2. In the key field, enter the word Bearer, a space, and then your API token:

Bearer YOUR_FULCRUM_API_TOKEN

3. Select Create, then select Add.

Include the word "Bearer." Copilot Studio doesn't add it automatically. Without it, the connection fails.

Expected outcome: When you select the Fulcrum MCP tool, a list of available Fulcrum tools appears.

Publishing the agent

Save and publish the agent so your team can use it.

  1. Select Save.

  2. Select Publish.

Expected outcome: The agent is available in Copilot chat.

Testing the agent

Confirm that the agent can reach your organization.

  1. Open Copilot chat and select your Fulcrum agent.

  2. Enter: "How many apps are in my Fulcrum organization?"

Expected outcome: The agent uses Fulcrum MCP to look up your apps and answers with the number.

Notes

  • Tool and connection names must be unique. Copilot Studio shows an error if a name is already in use.

  • If the list of Fulcrum tools is empty or shows an error, check your API token and endpoint. See Troubleshooting Fulcrum MCP and the AI Toolkit.
