There is a known issue connecting to Fulcrum data shares from within the popular QGIS software, running on Windows operating systems. However, a setting change can be made to overcome the issue:
In QGIS, go to the Settings menu > Options > System
In the Environment section, add this variable: GDAL_HTTP_UNSAFESSL
And add this value: YES
Reboot QGIS
Try connecting to the data share again
